
On 13 February 2026, the Council of Ministers approved a draft royal decree making electronic “OUT-registration” mandatory for employees leaving temporary or mobile construction sites. What does this mean for the construction sector and for our clients? Conneqtr’s Customer Success Manager Lorie Van Deuren and founder Steven Everaert share their insights.
"Attendance registration upon arrival is already mandatory. With the new measure, employees will also be required to check out electronically when leaving. This way, the actual presence on the construction site can be tracked and verified at any time."
"Construction companies will need to update their processes to make sure OUT-registration runs smoothly. This means having clear agreements on site and a system that makes it practical and easy to manage."
"We are closely following this new legal requirement and are already developing a solution for our clients. In the past, we successfully integrated Basic Safety Certificate (2025) and the Duty of Care (2026) into Zen. Using the same approach, we’re now working to make it easy for our customers to comply with the new OUT-registration rules.
Our system already tracks employees leaving the site through access control, where we work closely with our partners to deliver strong solutions. By creating these tools in collaboration with the sector, they’re both innovative and highly practical. Although it’s not yet an official check-out, it already lays the groundwork for the upcoming requirement. Our goal is clear: paperless site administration that’s smooth, safe and fully compliant.”
The practical application of this measure is not yet fully defined. Key details - like who is responsible, the format to be used, and how data will be transferred and verified - have not been officially set. We are in contact with the relevant authorities to get the necessary clarifications and ensure our solution aligns with the future requirements. Naturally, we will keep our customers updated as soon as more concrete information becomes available."
