CIaO: mandatory check-in AND check-out on construction sites

From April 2027, the way attendance on construction sites is registered will change. With the arrival of CIaO — Check In and Out at Work — not only a check-in on arrival becomes mandatory, but also a check-out on departure. What does this mean for you as a contractor, and how is Zen preparing for it?

What is CIaO?

CIaO stands for Check In and Out at Work and is the successor to the current attendance registration system in the construction sector. Today, a check-in on arrival at the construction site is already mandatory. What's new is that workers will also need to register when leaving the site — in (near) real time.

The system is designed to allow verification of actual presence at any time, both for a company's own workers and for those of subcontractors.

What changes in practice?

The key changes at a glance:

  • Workers register themselves on arrival and departure at the construction site.
  • Registration must take place in (near) real time.
  • Cancellation of a registration is not possible.
  • Registration can be done via a mobile app, a badging system or other approved methods.
  • As an employer, you are required to provide all necessary means to enable workers to comply.
  • As an employer, you can view registrations and report anomalies to NSSO, but you do not carry out the registrations yourself.

When does this come into effect?

The intended start date is April 2027. NSSO has already internally confirmed this date, but the official communication is still pending. The definitive legislation and technical specifications are currently still being developed.

We emphasise that this is not yet final legislation. Conneqtr is closely monitoring developments through active participation in the NSSO's CIaO working group.

Conneqtr is actively participating in the CIaO working group organised by NSSO. This gives us direct access to the latest insights and allows us to provide feedback from the day-to-day reality of construction companies.

This ensures that Zen is not only technically ready for the new regulations, but also aligned with the way contractors work on site today.

How is Zen preparing?

Our starting point remains the same: making administrative obligations as simple as possible for contractors. Concretely, we are working on:

  • An expansion of the Zen mobile app so that workers can easily check in and out themselves.
  • A clear overview of CIaO registrations for contractors, including those of subcontractors.
  • Maximum support for site managers and administrative staff.
  • A smooth transition to the new regulations, with as little extra administration as possible.
  • Integration with Catena, the new government platform replacing the current Works Declaration.

We are building this together with our customers

Because CIaO will have a major impact on the day-to-day operations of contractors, we do not want to develop this exclusively in-house. We are looking for customers who want to actively think along about the future CIaO workflows within Zen.
